Crop with specified min/max sizes requires multiple user actions to work as expected

Description
When specifying a ratio, cropping the image works as expected, but when specifying a size instead (using same value for min/max here, like 300x60 for example) the cropper tool firstly selects the complete image area as "crop-able", when resizing the area manually it suddenly jumps to something like the double size of the specified one (like 600x120). When clicking on the image somewhere outside the selection marquee it then finally shrinks the selection to the specified/expected size.
Chrome (latest version) on Windows 10.
Side note: Having something like a "force crop" option would be great. Background: website requires specified ratios (like 16:9 for example). Users upload a new image, but can save the entry in EE w/o cropping the image. Having an required option (like the one for "cover") would be great to make sure the original image had been cropped by the user to the specified ratio and can be displayed on the website w/o causing any display/layout issues.
